A Precinct Committee Officer is an official elected by the voters in his/her precinct, or appointed by the County Democratic Central Committee to serve in a particular precinct -- a small area with an average (in the 35th LD) of about 400 voters. A PCO then becomes a member of the county Democratic central committee as well as its legislative district and thus can vote on issues brought before them at monthly and quarterly meetings, respectively.
PCOs may also choose to take a leading role in caucuses and in getting out the vote at the precinct level. Then, as community organizers, PCOs get to know the voters in their precincts, get involved in precinct teams, and help elect Democratic candidates. So they doorbell, call voters, and use the Party voter database to plan precinct-level Party activities.
When thinking about becoming a PCO consider going to your county or LD meeting. You might also take a look at The PCO Handbook written by Paul Berendt, former Chair of the State Party.
